To…</p> <p>The post <a href="https://usustatesman.com/open-space-bond-proposition-1/">Open space bond: Proposition 1</a> appeared first on <a href="https://usustatesman.com">The Utah Statesman</a>.</p> ]]></description> <content:encoded><![CDATA[<p class="p1">David Zook, Cache County executive elected last January, discovered a concern amongst Cache County citizens regarding open spaces. <span class="Apple-converted-space"> </span></p> <p class="p2">To solve this problem, he worked with other leaders in the county to create a proposal for an open space bond, which is included on the upcoming election ballot as Proposition 1.<span class="Apple-converted-space"> </span></p> <p class="p2">A pamphlet distributed by the proposal committee stated that, if passed, the funds will be spent to “protect scenic vistas, preserve open lands near valley gateways, add trails and trail connectivity, and maintain agriculture, waterways and wildlife habitat.”<span class="Apple-converted-space"> </span></p> <p class="p2">The pamphlet also shared that the average household would pay “about a milkshake a month,” or $2.24 for 20 years. The total bond will be $20 million. If passed, a county board will be created to work with landowners who voluntarily choose to sell land or easements.<span class="Apple-converted-space"> </span></p> <p class="p2">“It says in the proposition that it has to be voluntary,” Zook said. “So none of these funds would ever be used to take someone’s property and force it to stay open. These funds would only be used for properties where the owner voluntarily applied and competed for the funds.”<span class="Apple-converted-space"> </span></p> <p class="p2">The individuals who designed the proposal served on a committee known as the Cache County Open Space Advocacy Committee. The committee consisted of citizens of Cache County who are passionate about open spaces, such as fishers, hunters, farmers, skiers and people who enjoy spending time outdoors.<span class="Apple-converted-space"> </span></p> <p class="p2">Cache County has never had a bond passed for open spaces, but Zook said that this is not the first time such a proposal has been attempted in the county.<span class="Apple-converted-space"> </span></p> <p class="p2">“Some residents in Cache County in 2008 tried to put something like this on the ballot,” Zook said. “Unfortunately, 2008 was a pretty volatile year, I would say, due to the financial crisis that happened in 2008, and the ballot initiative didn’t pass that year. We’re hoping that our voters realize the opportunities that we’ve lost over the last 14 years because we didn’t have an open space bond in place. That’s something I think about. I think about how much land we could have preserved and how many projects we could have completed if we had passed this back in 2008, 14 years ago.”<span class="Apple-converted-space"> </span></p> <p class="p2">Zook, along with other citizens, still wanted to do something to protect the open spaces of Cache County. <span class="Apple-converted-space"> </span></p> <p class="p2">“We have such beautiful open space with the mountains and the farms and the rivers, and those create spaces for agriculture, for wildlife, for recreation, and we love those parts of Cache Valley,” Zook said. “That’s one of the things that makes Cache Valley great is our beautiful open space.”<span class="Apple-converted-space"> </span></p> <p class="p2">The current proposition began development in 2017.<span class="Apple-converted-space"> </span></p> <p class="p2">“We were planning to try to put this on the ballot in 2020 and then in early 2020 the pandemic broke out, and we realized that we probably should wait till another year, a different year, to try to put it on the ballot,” Zook said. “So we did that, we put the effort on pause in 2020 and then last year in 2021, after I got elected, I started talking to my staff about it.”<span class="Apple-converted-space"> </span></p> <p class="p2">Eric Eliason, a member of the open space committee, said the project is important to him.<span class="Apple-converted-space"> </span></p> <p class="p2">“I’ve always loved coming into the valley and the feeling you have when you come here, that ‘Yay, I’m back home,’” Eliason said over the phone. “The open space that you see as you arrive in the valley, there’s something very unique about it. We see Ogden area and Salt Lake area just fill up completely and in the end, at some point you either have to do this or let it go that way because it will develop completely.”<span class="Apple-converted-space"> </span></p> <p class="p2">He said this proposal is a way for people and landowners to choose open spaces. <span class="Apple-converted-space"> </span></p> <p class="p2">Eliason said the mental health benefits of nature and open spaces improves well-being. I decided this summer would be different. I’m officially ignoring the classic wind cave hike and opting for newer and more exciting trails. </span></p> <p><span style="font-weight: 400;">To start off my summer adventure, I explored the </span><a href="https://www.alltrails.com/trail/us/utah/logan-river-trail"><span style="font-weight: 400;">Logan River Trail</span></a><span style="font-weight: 400;">. The sandy dirt trail is a popular one that starts near First Dam and follows the river most of the way. I’m not going to lie, it’s not much of a hike. While the trail is nearly six miles long, it’s not difficult. Walking to the sound of the river rapidly flowing downstream was tranquil. The soft pockets of moss on the rocky mountain side were a dull green I hadn’t ever seen before. The more I looked around me, the more alive I felt.</span></p> <p><span style="font-weight: 400;">Right across from the Logan River Trail is the </span><a href="https://www.alltrails.com/trail/us/utah/highline-trail--2"><span style="font-weight: 400;">Highline Trail</span></a><span style="font-weight: 400;">. To get to the path, I crossed the street and went under the overpass, where loose rocks replace the usually sandy trail. At first the trail is uphill, but once you’ve reached the top, everything levels out. For all my runners out there, this is the trail to go running on. Sure, the first little bit is a rough uphill climb, but the views from the mountainside are incredible. It’s across from the wind caves, and I think it’s pretty similar. The trail is a little steeper and longer than the wind caves hike. The trail forms a giant loop around the mountain. It took me two and a half hours to do the whole hike, which is nearly five miles long. There are some amazing views overlooking the canyon road and mountains blanketed in lush pine.</span></p> <p><span style="font-weight: 400;">If you want to see some sick waterfalls, go on the </span><a href="https://www.alltrails.com/trail/us/utah/providence-canyon-trail"><span style="font-weight: 400;">Providence Canyon Trail</span></a><span style="font-weight: 400;">. It’s a six mile hike, and it’s an actual hike. The trail is to the right of the parking lot, so don’t take the trail to the left. You hike up the mountain for about three miles to reach the waterfalls. Yes, you heard right. Waterfalls. Plural. As in, multiple streams of water falling from ridged cliffs. Needless to say, the uphill hike is worth it. </span></p> <p><span style="font-weight: 400;">Next up on my list was another trail along Logan River: </span><a href="https://www.alltrails.com/trail/us/utah/logan-river-trail-rendezvous-park"><span style="font-weight: 400;">Rendezvous Park</span></a><span style="font-weight: 400;">. This was less of a hiking trail and more of a walking park. The park isn’t in a canyon, it’s in between canyons, and just barely in the valley. The Logan River is more of a stream at the park, but it’s beautiful. Rendezvous Park is the perfect place to go for pondering and contemplation. There’s a bridge that overlooks the park’s trees – it’s my favorite lookout point. As the stream flows beneath the bridge and singing birds dodge tree branches, it’s undeniable: Logan is breathtaking. </span></p> <p><span style="font-weight: 400;">All my life I’ve openly talked about how dry Utah is. It’s not green here, it’s brown. I have never loved living in Utah, and even when I moved to Logan for school, I constantly talked about how much I needed to get out of the desert. But upon further examination and exploration, I’ve discovered that even a dry desert (like Logan) can be beautiful. I’m still not crazy about sagebrush, but the wild trees and flowers that grow in the Cache canyons are so unique and bright. Even a desert can be beautiful. There is so much this historic town has to offer, but many people don’t know where to start. </span></p> <p><span style="font-weight: 400;">If you ask the locals what to do in Logan, the majority of them will ask if you have “cleaned the sink” at Angie’s Restaurant. Before your mind races to your days of family chores, it is not literally cleaning a kitchen sink. </span></p> <p><span style="font-weight: 400;">Angie’s has made its ice cream sundae famous by serving it in a literal kitchen sink. Brave souls can take on the mountain of ice cream alone or bring a few friends to help complete the challenge. The ice cream was also amazing.”</span></p> <p><span style="font-weight: 400;">Another classic excursion is the Wind Caves Trail hike located up Logan Canyon. Fitting for those who enjoy the outdoors, this hike is rated as moderate and is roughly 3.5 miles long. As it isn’t too strenuous, people of all ages enjoy the eroded caves and canyon views this trail has to offer.</span></p> <p><span style="font-weight: 400;">Less than ten minutes from campus and featuring a lake, picnic tables, and a green field, First Dam is another ideal location for children, families and college students. </span></p> <p><span style="font-weight: 400;">“A lot of people go down there,” said Justin Headrick, a USU freshman. “There’s a grassy field and picnic area. You can feed the ducks and go paddleboarding.
